In California, recreational and medical marijuana use has been legalized, making it one of the most tolerant states in the nation with regard to cannabis usage. California’s cannabis market reached a record of 5.3 billion U.S. dollars in sales in 2021 (Statista). The passage of the Compassionate Use Act of 1996 (CUA) and the Medical and Adult-Use Cannabis Regulation and Safety Act (MAUCRSA) created a uniform licensing ecosystem for both medical and recreational cannabis use.

CUA permitted patients and their primary caregivers to obtain marijuana for medical use by the patient without subjecting either to criminal prosecution. In 2016, Proposition 64, also called the Adult-Use Marijuana Act, allowed for the cultivation and sale of marijuana to adults twenty-one and older. 

MAUCRSA, enacted in June 2017, designated three agencies to oversee cannabis activity but has since merged the authorities into one single department called the Department of Cannabis Control. They had developed various license classifications and an elaborate set of regulatory requirements. 

The California cannabis track-and-trace system uses Metrc for cannabis seed-to-sale tracking activity. With rules in place to track, trace, store, and report every gram, end-to-end solutions and services will be essential to save time, minimize costs, and scale growth.

California's Licensing Information

The Department of Cannabis Control (DCC) issues licenses based on the type of cannabis activity. You may need more than one license if you conduct more than one function. Cultivation license types are based on:

  • Type of production and lighting used
  • Number of plants grown or size of the canopy. The canopy is the area where mature (flowering) plants are grown.
